Considering the significance of national development and industry transformation, National Development Council, Ministry of Science and Technology and Ministry of Economic Affairs launch “Asia Silicon Valley Development Plan” with an aim to establish an innovative startup ecosystem on the basis of research and development. To achieve the goal, this project mainly explores two perspectives, helpful government resources as well as critical issues analysis on Taiwan’s startup ecosystem.
In terms of government resources, this project investigates the related project budget in the past years and scrutinizes the dynamic status of local startup hubs and accelerators, so as to depict the overall picture of Taiwan startup ecosystem that government has been long committed to. In so doing, this study analyzes the necessity to align with the private organizations, and to motivate the scalability of startup hubs via connections and alignment to meet the resource demands. In addition, the study elaborates on the vitality of encouraging accelerators to cooperate with international enterprises, small and medium enterprises, communities and associations with an aim to facilitate the digital transformation of the enterprises, and to support the growth and international market expansion of startups.
As of the critical issues on Taiwan’s startup ecosystem, the contents would be divided into two parts: Taiwan startup investment and Taiwan angel association development, with a view to examining the vitality and outline of Taiwan startup and angel investment. As of the overall investment environment, the study manifests that the government should encourage the international enterprises and mittelstand to joining in the operation of accelerators so as to raise the investment scale. In terms of the angel investor mechanism, the government should consider relaxing the restrictions on promotion policies, integrating all types of startup platforms so as to enhance information transparency. On the other hand, the motivation of angel investors registrations would be beneficial to diminish the information hap and to activate the development of the ecosystem.
