本計畫主要配合貿調會針對採行貿易救濟措施後產品之產業狀況，進行追蹤及分析。本年度主要工作內容詳列如下:

(一)我國採行貿易救濟措施案之課徵監視

1.每季針對我國採行貿易救濟措施或暫未採行措施產品項目，分析我國自涉案國及各主要進口來源國進口之狀況。

2.於109年第2〜4季分別提報貿調會第1〜3季之課徵監視情況。

(二)完成3篇產業研究報告

1.蒐集3項產品之國內產業資料並進行產業分析，評估進口對該些產業之影響。

2.產業研究報告之架構須包括產品概述、我國產業狀況、進口變化情形說明與分析、主要進口來源國之產業狀況、國內產業競爭力分析等。

(三)蒐集特定產品資料

1.視貿調會要求即時提供特定產品項目或進口來源國之特定期間的量/價資料。

2.配合貿調會調查案件，提供我國或涉案國相關進出口統計數據。

(四)其他

1.配合貿調會辦理期中及期末報告審查會議。

2.規劃及掌握執行進度：不定期討論工作進度及內容，包括各項研究產品項目之挑選及問題探討。 

●研究發現及重點

1.本計畫今年度追蹤觀察的7項課徵反傾銷稅產品，以及2項已作成肯定認定但暫不課徵平衡稅及反傾銷稅產品，監視結果均未發現有進口價或進口量異常現象。但本研究發現，基於我國產業狀況及課稅稅率等因素，各項目於課稅後之進口變化情形不一，故建議明年度針對此些產品仍需持續監測。

2. 本計畫除每月配合貿易局協助貿調會提供特定鋼品進口量價監測外，另配合貿調會提供平衡稅及反傾銷稅案件調查之涉案產品相關進、出口統計數據。調查案件統計資料的提供係一重要之工作，台經院具有產經資料庫、定期性刊物等完善之資料，以及完備的統計資料處理設備及人才，建議明年度能在此方面持續提供協助。 

The project mainly cooperates with International Trade Commission (ITC) to track and analyze the industry status of products after the adoption of trade remedy measures. The main work of this year is as follows: 

1. To monitor the situation after the adoption of trade remedy measures in Taiwan

i. Analyze Taiwan's import status of the products, which have adopted the trade remedy measures or not, from the designed countries and other major importing countries in each quarter.

ii. Report to ITC the monitoring status of the first to third quarters of 2020 in the second to fourth quarters of 2020, respectively 

2. To complete three reports of industry research

i. Collect domestic industry data of 3 products and conduct the industry analysis to evaluate the impact on these industries.

ii. The content of industry research report should include the product overview, the industry status in Taiwan, the explanation and analysis of import changes, the industry status of major importing countries, and the analysis of domestic industry ‘s competitiveness. 

3. To collect the information of designated products

i. Depending on ITC’s request, we will provide the volume/ price information of designated product items or the original country of import for a specific period immediately. 

ii. Cooperate with ITC to provide the relevant statistical data for case investigations.

4. Other

i. Cooperate with ITC to hold the mid-term and final report review meeting.

ii. Plan and control the implementation progress: to discuss the work progress and content from time to time, including the selection of research products and the discussion of problems.
