綠電係指使用再生能源如風能、太陽能、地熱、生質能等所產生的電力,在生產過程中為環境帶來的衝擊相對較小,具有環境外部效益。一般而言,由於物理電流不具方向性,故當綠電併入電網後使用者無法區分電力來源與控制使用綠電之純度,亦較不易評估使用綠電所產生的效益與影響,因此較為實務的作法係藉由再生能源憑證(Renewable Energy Certificates, 簡稱REC)制度將再生能源發電之電力與其所代表的環境效益分開,使得環境效益無須經過綠電物理鏈結即可實現交易與效益轉移。
Green refers to the use of renewable energy sources such as wind, solar energy, geothermal, biomass and other electricity generated in the production process for the impact of the environment is relatively small, with environmental external benefits.
