Renewable Energy Development Act is aimed at increasing renewable energy utilization, diversifying energy resources, improving the environment, stimulating the growth of clusters of related industries, and paving the way for a sustainable future. The implementation of the act helps to lay the foundation for a sustainable long-term development in renewable energy and production; with respect to environment, the promotion of renewable energy will be the keys leading to the reduction of carbon emission and growth of the emerging renewable energy industries.
Recently, some institutions and the public expressed their concerns in regard to the renewable energy power purchasing policies which include economic, institutional, strategic and statutory aspects. Therefore, it is extremely important to compile these opinions with our rich global information while leveraging our professional research team, as it will serve as reference to further revision of the Renewable Energy Development Act as well.
This study focuses on helping with the implement Renewable Energy Development act in coordination with Bureau of Energy, Ministry of Economic Affairs and achieving objectives mentioned above. Specifically, the work scope and items of this study include: annual review of different promotional targets, calculating collection rates of the renewable energy development fund, which are obligatory for power plants or CHP(Cogeneration, combined heat and power) companies with certain operation capacity, establishment a renewable energy power purchasing policy database—inclusion of installation costs, operation and maintenance expenses(O&M), and generating electricity—to provide necessary information for policy analysis, the review of renewable energy impact on electricity price, and serve as the basis for deliberating feed-in tariffs and its calculation.
Moreover, the study will assist in designing the operation of renewable energy fund, the promotional target of renewable energy, the multinational policy comparisons studies, feed-in tariffs and relevant bidding measures, and other additional work tasks. In conclusion, there are three primary tasks: conducting research on Taiwanese Renewables Power Purchasing policies, assisting in the execution of mandates under the Renewable Energy Act, and promoteing the Power Purchasing policies to the general public; all of which will help achieving the objective to utilize renewable energies, diversify energy resources, improve the environment, stimulate relevant industries, and move towards a sustainable future nationally.
