As the global economic trend changes radically, industries in Taiwan are facing the threats of economic recession, strengthening regional integration and more intense global competition. The traditional mass production in manufacturing industry needs to be reformed to deal with the economic challenge and seize the opportunity to improve industrial structure and speed up the upgrading. Thus, Taiwan government launched “Three industries/Four modernizations Policy”, and “Hidden-Champion Project” to redistribute the resources and enhance holistic value added.
To put the policy into practice and examine the effects, this research covers the issues of both policies and aims to construct the indexes used to observe the development of industry and enterprises. For “Three industries/Four modernizations Policy”, we construct 15 industrial optimizing indexes and 6 upgrading indexes; and for “Hidden-Champion project”, we construct 18 industrial indexes and 6 enterprise measurement indexes. Meanwhile, we gather actual domestic and foreign cases to analyze the crucial factors of their success, and derive the model to improve the government measures. Last but not least, we search the current related industrial policies in U.S.A, Germany, Korea and Japan, and compare with the “Three industries/Four modernizations Project”, and “Hidden-Champion Project” to make suggestions for Taiwan policies.[轉錄自台經院出版品]
