(1)協助參與APEC農業相關會議,研擬策略與發言立場文件
(2)蒐集我國糧食安全之各項措施及成果資訊以匯報APIP ,協助推動我國「
APEC強化公私部門夥伴關係降低供應鏈之糧食損失」多年期計畫,針對104年我國與APEC主辦國菲律賓合辦之「強化公私部門夥伴關係降低漁畜供應鏈之糧食損失研討會」進行籌備工作及幕僚作業;並依APEC規定撰擬多年期計畫技術文件草案,供主辦單位提送APEC秘書處之參考。
(3)掌握APEC在糧食安全議題上所熱衷與關切的議題,並以此強化我國陳報資料,不僅能提升我國在糧食安全議題上的國際曝光度,促進我國與其他經濟體的訊息交流,對於雙邊及國際農業合作亦可作為參考指標之一。


一、International organizations and agricultural trade research


(一)Study on WTO Agricultural Negotations Issues and Strategies
To enhance interaction with users and fulfill their needs, we design and look at three indicators: a) online questionnaire, b) questionnaire for promotion of database, and c) news click rate as references to select news topics and scopes. The emphases would be on WTO agriculture negotiations, FTAs/RTAs and agriculture, agricultural policy, sustainable development, and food security and agricultural statistics.
Besides, we also analyze relevant researches and provide comprehensive and in-depth information for online users. The news releases can becategorized in three areas: a) domestic and international agricultural trade news, b) WTO agricultural news, and c) news from other international organizations. We already released 172 news in 2015. From our rank of click rate, our users are keen on issues related to TPP agreements especially Taiwan’s accession into TPP. We plan to highlight TPP/RCEP/TTIP negotiations, food security, and WTO agriculture issues in the future. In total of 33 research paper summaries from retrieved from OECD,FAO,G20 and WTO were uploaded, and 6 newsletters were issued in 2015.


(二)Study on WTO Agricultural Negotations Issues and Strategies
Following the agenda of the WTO Doha Round in 2015, this study continues to collect and analyze the progress in agricultural negotiations, and provides real time analytical reports on special issues and members’proposals. Detailed analysis on two special issues will be conducted, one on the “Bali work programme” and the other on the permanent solution for the issue of public stockholding for food security purposes. The study will evaluate the possibility of the applicability for Taiwan.


(三)Enhancing Participation in APEC Agricultural Activities
(1) The Aim of this project is to assist the Council of Agriculture to participate in APEC agricultural related meetings and to develop talking points.
(2) This project will seek to place the results of our country’s research on food security issues in the APIP website. In addition, the project will assist with the holding of the APEC Food Losses Seminar in which the Philippines is also sponsoring. Moreover, the project will prepare documents that are required by the APEC Secretariat.
(3) This project will also examine food security issues of importance to APEC. In doing so, the project will ensure that our country’s participation in APEC will be of the highest standards and advance our country’s relations with other APEC members.


二、A Study on International Food Security Mechanisms
The aim of the project is to identify projects and initiatives in line with and can be incorporated in and/or supplementary to AFERM by reviewing agricultural studies and policies in respond to climate change for advancing regional food security. This project will collect and update data and APEC food security strategies and actions for the analysis of the context upon which AFERM is proposed and carried forward. In addition, the project will study and analyze APEC economies’ policies and perspectives on food security mechanism. An expert meeting will be held for the discussion of our strategy and actions to advance AFERM and to conduct policy recommendations to APEC.
