政策導向計畫:低碳能源科技人才培育計畫

能源議題是全球共同的課題,多數國家都採取審慎嚴肅地面對未來可能的影響與衝擊。行政院於98年4月23日宣布啟動「綠色能源產業旭升方案」,以積極推動我國具有良好基礎及躍升能量的綠色能源產業。然而,台灣高科技產業人才供需嚴重失衡,因此政府政策如何全面檢討人才培育、延攬的供需缺口,將是低碳能源科技人才需求的發展課題。本計畫之目標在於將透過實際與國內業者進行交流與互動,瞭解我國低碳能源產業發展潛力與短期與長期人才「質」與「量」需求為基礎、建立企業參與的「低碳能源科技才人培育平台」,強化產學雙方在人才培育的合作與關聯性,縮短學界與業界之間實務差距,培養我國低碳能源產業所需高端科技人才。


本計畫共分成「低碳能源科技人力資源的需求分析」、「低碳能源科技人力所需具備核心知能探討」以及「建立低碳能源科技人才培育平台」等三項分項計畫,預計從民國101年度開始實施,共為期三年。本計畫所規劃之能源科技人力所需具備的核心知能與低碳能源科技人才培育機制,將與產業界緊密結合,以求確保本計畫所培養的人才可受到企業接納。藉由本計畫的實施,可逐步建立企業參與人才培育平台。不但可協助學校建立領域專業形象,企業獲取優質人才,教授則可獲取更多外部資源進行研究,創造多贏的局面。


Energy shortage is one of the major issues in the world today. Most of the countries chose to face the upcoming effects of this matter with discretion. Under the circumstances, the Executive Yuan (R.O.C.) initiated the Dawning Green Energy Industry Program in 2009 in order to enhance the techniques and capabilities of Taiwan’s Green Industries. However, there is a disparity between the supply of talents and the demand of talents for Taiwan’s Green Industries and this problem has become an issue that Taiwanese government has to resolve. Therefore, this program will focus on analyzing how Taiwanese government has to focus on the issue of the gap between the demand of talents and the supply of talents.


The goal of this project is to understand the potential of low-carbon energy industries in Taiwan and the quality and quantity of talents in both short-term demand and long-term demand. Through communicating and interacting with domestic enterprises, this program will also establish a “Low-Carbon Energy Technology Talent Training Platform” with enterprise’s participation which hope to strengthen the cooperation and relevance in talent cultivation between academic and industry, shorten the actual practice gap between academic and industry, and cultivate high-end technological talents for Taiwan’s low-carbon industries. This project will integrate with the industry and hope to assist the talents that cultivated by the project, could be acceptable to the enterprises.


This program began in 2012 and was planned to be a three years program. This program was divided into three sectors, “Analysis of Demand in Low Carbon Energy Technology High-end Human Resource”; “Analysis of domain knowledge and professional ability of Low Carbon Energy Technology High-end Human Resource” and “Low-Carbon Energy Technology Talent Training Platform”. By implementing this program, we look forward to help strengthening academic institutions’ professional images of their application field, enterprises gain high quality talents, and professors obtain more external resources for their research.[轉載自摘要]
