能源提供民生基本需求與經濟發展所需動力，未來的半個世紀伴隨著全球人口及新興國家經濟成長，全球對能源的需求將持續增加。面對能源需求增加與全球暖化課題，新能源無疑為人類發展永續能源供應體系、維持社會活力最佳的選項。新能源科技的進步與產業的發展是調和經濟、能源與環境政策的關鍵要素，此舉可同時刺激經濟復甦，穩固能源供應，開創就業機會、改善能源安全與環境生態，使經濟走向永續發展的道路。聯合國於2009 年發表「全球綠色新政(Global Green New Deal)」提到，走出經濟衰退各國需要有更寬廣的視野才可能成功。
While reducing the greenhouse gas emissions, we hope to lessen the negative effects on theeconomy. Besides, we also hope to take this chance to promote the development of new industries. Hence, the balanced development of economic, energy and environment has become the main value for new energy policy internationally. This project is supported by the National Science Council since 2005, and it has already accomplished the basic “New 3E Policy Model”, updated its database and proposed a new version of new energy technologies and industry report.
This project is in the fourth phase, and it is followed the achievements of the “2005 Economic, Energy and Environment (3E) Policy Model establishment, maintaining and adjustment”, and” 2008 Economic, Energy and Environment (3E) Policy Evaluation Model, revisions and Simulation”. In this phase it will follow the progress of new energy technology and industries, and then, continuing to maintain and update the new 3E policy model. Besides it will advance energy technologies and industries for the government. Moreover, the new 3E policy model will support the policy-making by the simulation of macroeconomic effects.
Through the new 3E policy model, many simulations of green house gas emission mode could help us to get the possible effects on domestic macroeconomic indexes. And, the most suitable greenhouse gas emission mode for Taiwan might be decided. Furthermore, this project will collect the important variables, which are related to the new energy technologies and industries, for the new 3E policy model through convening the experts’ meetings. Lastly, it will also collect the suggestions and research planning from the industry and provide it to the government for reference.
