本研究利用次級資料與德菲法，試圖篩選雲林重點產業發展選項與策略規劃。在政策願景、產業升級需求、技術層次考量三項指標中，德菲法五位專家對高值石化產業、生技產業以及優質機能食品產業，對雲林當地產業發展的重要性，存在高度的共識。

但是，若以產業群聚優勢來考量、五位專家只對高值石化產業以及優質機能食品產業的重要性具有高度共識，生技產業得分較低，成為有期待但未聚焦的項目。顯示專家們對於生技產業在雲林有無產業群聚優勢，無法形成共識。

另外，高科技紡織產業雖然在政策願景、產業升級需求、技術層次考量三項指標中、得分排名第四。但是在產業群聚優勢指標中，得分排名第三，顯示專家對紡織產業在雲林的產業群聚優勢，具有高度共識。因此綜合考量下，仍將高科技紡織產業列為雲林重點發展項目。

其他如精密機械、光電材料、高附加價值金屬材料三項，屬於得分較低，有期待但無共識的產業項目。因此未來可搭配中部地區整體產業發展。但暫不列入雲林當地重點發展項目。
文創產業在產業群聚優勢方面得分較低，顯示文創產業雖然有發展期待，但缺少整合平台。

The line of this research focuses on finding the industries with particular niche and growth potentials in Yuen-Lin County. By using government data and Delphi approach, our research suggests that high value-added petrochemical, biotech, and niche food products are vital growth engines for Yuen-Lin County.

In addition, experts also have high consensus on high-tech textile products for the reason on their sound industrial clusters and technology upgrading. When it comes to cultural creative industrials, both data and Delphi method show the structural issue on lacking of industrial cluster effects.
